Текущий консенсус после обсуждения на IRC среди mike@, ktirf@ и меня
таков:
* keyword "METABUG" - для маркировки всех метабагов (багов, служащих для
"крышевания" несколько других).
* component "cross-component" - для вешания багов, которые задевают
много компонентов.
В таком случае многие метабаги будут висеть на cross-component, но при
этом возможны как метабаги, висящие на других компонентах (к примеру,
метабаг "проблемы с железом в ядре 2.6.18" или "проблемы с локализацией
emacs"), так и баги без keyword'а на cross-component.

но просьба продолжать обсуждение здесь.
