Значит имеем проблему с неудобной и тяжёлой тяжеловесной инфраструктурой, раз
"отчёты" (хотя под "отчётами" тут понимается обыкновенний issue tracking) могут
вытеснить работу => записал в TODO попытаться пооптимизировать.
Ситуация приблизительно как с VCS: если коммиты тяжёлые и неудобные, то получаем
coarse-grained коммиты, а потом разгребаем кучи конфликтов и бэкпортим фиксы
вручную, а если лёгкие, то коммиты мелкие со всеми вытекающими: скажем,
cherry-picking'ом патчей просто заниматься.
Rule of thumb очень простой: task tracking должен быть настолько удобным и
полезным, чтобы люди старались заносить таски в багтракер, а не в спискок
рассылки, состояние репозитория или куда-нибудь ещё.
