В том и фокус, чтобы оставлять ad hoc то, что пока не мешает росту
Team. Отсутствие явно прописанных policy - мешает (непонятные стандарты
сборки пакетов отпугивают), отсутствие механизма смены/замещения арбитра
- не мешает.
Как станет мешать - можно будет дополнить policy.
