В образе, который заливается в железку, обычно нет места на базы rpm.
Код не так важен, когда нет баз. В типичной системе с полутора-двумя
тысячами пакетов размер базы будет около 50Мб. В embedded количество
пакетов существенно меньше, но базы все равно займут где-то два-три
раза больше, чем содержимое пакета coreutils, приведенное выше.
Это не говоря уже о том, что в embedded системе будут отсутствовать
/usr/share/doc/* и прочие штуки, которые формально включены в пакеты.
