Попробовать сначала через %configure --чего-то-там и смотреть на
зависимости готового пакета. Если оторвалось - по идее требовать не должно.

Особенность конкретного Makefile.in или configure.in ?

Тут смотреть нужно - есть программы, которые компилят все *.po, которые
лежат в каталоге, некоторые - из списка, указанного в Makefile.in или
configure.in. Можно поэкспериментировать. Если по списку - либо дописать
нужный *.po, либо ложить в каталог *.po и в спеке его скомпилить.
