Да, поспешил я что-то объявлять о безпроблемной
сборке CERNLIB на gcc3.2... Internal compiler error,
коий до сих пор побороть не могу. :(
В связи с этим вопрос - возможно как либо прописать в
SPEC-е, что собирать его надо с 2.96? Ковыряться в потрохах
g77 - как-то сейчас не шибко тянет...

Это зависит от самого пакета.
CC=gcc-2.96 CXX=g++-2.96 , например, для многих пакетов достаточно.
