Задача очень простая: нужен рекурсивный текстовый препроцессор со всеми этими %define, %if etc. без свякой связи с rpm вообще.

Мешает необходимость стать root-ом. Все, что нужно -- это опции -D, -U, -f и никаких системных конфигов вообще.
Просто автономный тестовый препроцессор. rpmspec -P делает какую-то дрянь. Не то.
