Нет. Вики надо поправить, раз там такое написано.

Именно. Точнее нужно использовать SPDX-Id, файлы в common-licenses
называются в соответствии с ними.
А rpm-build-licenses - это когда-то было попыткой убрать бардак в
названиях лицензий в тэге license, но с переходом на использование
SPDX-Id это потеряло всякий смысл. Даже стало вредным, т.к. в
rpm-build-licenses SPDX-Id не используется.
