Вероятно, сборочная среда изменилась не в лучшую сторону.

ExclusiveArch игнорируется у srpm-пакетов, которые при сборке из git
сперва предстоит собрать.
Если у вас в спеке указано BuildRequires(pre): rpm-macros-dotnet,
значит, пакет rpm-macros-dotnet должен устанавливаться на всех
архитектурах.
