А если посмотреть, что лошадка являет собой в аппаратном
плане, ответ на этот вопрос становится вполне очевидным:

Подсказка: эта штука рассчитана на антикварные 16550 и
теоретически может работать на более свежих GD75232 (то
есть, обычно прокатывает). В современных компутерах их
уже нет, поэтому для AVR используют программатор USBASP
и пакет avrdude, а для ПЗУ программатор на CH341A (они
умеют не только SPI, но и I2C) и пакет ch341prog.
Насколько массовыми являются эти программаторы, можно
