Пакеты этой группы я (и кто-то еще) создавал в тех случаях, когда в
официальном релизе texlive была устаревшая версия соответствующего
тех-пакета, и нужна была более свежая функциональность. Вообще
вся система texmf-* пакетов была задумана как инфраструктура для
поддержания такого рода обновлений, когда они нужны чаще, чем раз в год.
Если их удалять, то нужно придумать другой механизм подобных обновлений.
