У меня не воспроизводится,

$ rpmquery -f /usr/include/linux/errno.h
glibc-kernheaders-3.8.4-alt1

А вот такое поведение теперь считается нормальным?

$ cat test.c
#include <errno.h>

int main(int argc, char *argv){ return 0;}

$ gcc -o test test.c

                 from test.c:1:
/usr/include/bits/errno.h:24:26: fatal error: linux/errno.h: Нет такого файла
