Да. Ибо конфиг xmonad это не конфиг, а код на haskell.
Если вы используете исключительно дефолтный конфиг (чего не делает ни один
пользователь xmonad AFAIK), то ghc не нужен. Но если вы хотите изменить
хоть одну строчку в конфиге, то xmonad вызовет таки ghc для сборки нового
бинарника xmonad для вас лично.
Если очень хочется использовать xmonad на каком-нибудь нетбуке или
live-дистрибутиве, то можно попробовать собрать свой пакет, в котором
будет xmonad скомпилированный с вашими настройками.
Я сам сейчас обдумываю эту тему, и, возможно, сделаю такой пакет со своими
конфигами, который можно будет брать за шаблон, чтобы делать свои сборки
xmonad для live-дистрибутивов.
