Давайте скажем так - удалять пакет, может только лидер пакета.
Если кто-то заливает вместо пакета пустышку - это "явная
диверсия". То, что технически её обнаружить может только
человек, не говорит о том, что заливать пустышки можно.
То, что такие действия не обнаруживаюстя автоматически (через
ACL и проч.) не меняют того факта, что такие действия должны
быть запрещены.
И кстати - всякие действия по злонамеренному изминению пакета -
Так-же как добавление "злонамеренного кода", скрытых зауладок и
т.д. и т.п. Всё это то-же автоматом не ловиться, но должно быть
запрещено.
