Я видел одно обсуждение этого вопроса в lkml, решения из него не
получилось.
В Documentation/cgroups/ сейчас упоминаются /dev/cgroup, /cgroup,
/cgroups, /opt/cgroup, /opt/cpuset, в lxc(7) упоминаются /cgroup и
/cgroup4lxc, так что создавать её неправильно нигде. Зачем этот каталог в
этом пакете вообще? Он используется в каких-то скриптах?

По своим пакетам (bind, postfix) я не позволял себе такой роскоши как две
версии в дистрибутиве. В плане поддержки обновлений это добавляет массу
головной боли, и ничего не даёт взамен.
