Оказалось всё немного наоборот.

$ testrb --help
    -p, --pattern=PATTERN            Match files to collect against PATTERN.

Значение этой опции по умолчанию /\Atest[_\-].+\.rb\z/m, но
раньше эта опция не обрабатывалась.  Внезапно это поведение
"починили" и молчаливый выход с error code 1 означает что ни
одного файла с тестами не было обработано.

Я наверно прихожу к мысли, что этот паттерн хорошо было бы
обнулить, он особенно мешает когда файлы с тестами перечислены
явно.
