cups -- особое исключение, там действительно упакованы
не %_datadir/locale/*/*.mo а %_datadir/locale/*/*.po.
тоже работает, но по хорошему их бы msgfmt'нуть.
про .po файлы тоже наверное надо прописать
в полиси что-то вроде
"Должны быть преобразованы в .mo формат"
