Это не всегда должно быть так, так как между залогиненными
пользователями вообще говоря можно переключаться и если логин второго
отрубает звук у первого -- это не всегда хорошо.
Однако, при использовании официально не рекомендованного общесистемного
экземпляра pulseaudio каждый пользователь имеет возможность остановить
(или изменить громкость) вывод звука и от "чужой" программы :)
