при работе specgen информация не теряется.
Поэтому ответ очевиден - написать обратную утилиту,
unspecgen.
тогда specs/* и *.spec будут легко конвертироваться друг в друга.
Я бы, например, мог написать через perl-RPM-Source-Editor.`
