Looks like a bug in ghostscript-utils. This was masked before by the fact that any tex installation would require gs executable. But now this is not true: since texlive-base-bin-2008-alt0.15 basic texlive installation has much less dependencies, in particular, you should not assume that you'll have /usr/bin/gs when you require /usr/bin/tex.
