Ну вот у меня сейчас eToken свеженький с поддержкой ГОСТ на столе
валяется.

А вообще для данного приложения, видимо, более интересны Smart Card
Readers.
Основная область применения видится такая - point of sale application
на магазинном терминале. Вся бизнес-логика - в хранимых процедурах на
сервере БД.
Бегает куча продавцов как в Макдональдсе. Продавец подбегает к любому
терминалу, сует свою карточку, приложение тут же автомагически логинится
в базу с его именем пользователя.
Понятно, что событие вставления/вынимания смарткарты придется ловить на
уровне приложения. Но вот вся работа по собственно аутентификации должна
быть спрятана внутрь libpq openssl и pcsc
