Э... Зависит от доверия к мантейнеру и автору. Например как _пользователь_
я не читаю changelog к glibc :) А вот к пакетам у которых формат конфига
меняется в minor-версиях -- обычно читаю.

Видимо с последнего обсуждения этой темы что-то изменилось. Помнится я
_начал_ так делать для nginx по чьим-то просьбам.
Какая сейчас политика по поводу changelog'ов?
