Последнее, наверное, лишнее: для каждого типа, если pam stack не определён,
то используется указанное в /etc/pam.d/other

Там был include system-auth. Поменял на require pam_deny.so.
Лучше было удалить?

В этом случае pam_deny лучше чем system-auth.
