Обычно следует стремиться к тому, чтобы обеспечить идентичную
сборку пакета в достаточно разной сборочной среде. "Пачки" и
"транзакции" не стоит использовать там, где без них можно обойтись.
Впрочем, ситуации, в которых "пачки" и "транзакции" нужны, всё же
встречаются. Может быть, чтоит сделать отдельную упрощенную команду
"build-пачка", где всё ещё не нужно указывать task id.
