Это же repocop, а не sisyphus_check. Сборка пакетов не нарушится.
Вопрос в уровне громкости.
Делать это сообщение уровня info или warning.

Да, согласен, пример взят из потолка.
Но вот реальный пример из жизни -
у меня есть привычка делать tar czf etc-backup.tar.gz /etc.
Если конфиги в /usr, то это грустнее...
IMHO, обычно если %config на файл в /usr
то либо он по ошибке, либо пакет не доделан.
