сбрасывал, поскольку мне нужны хаки с --eval. Типа rpm -ba --eval
'%define "foo_macros abc"' foo.spec.

Патчить rpm на предмет выполнения eval после применения --target.
Насколько это сложно я не знаю.

А зачем трогать rpm? Почему нельзя подставлять def_target в случае если
он определён?

Подставлять куда?
Вот что примерно я хочу:
$ cat test
%test
$ rpm -bE --eval "%define test 123" test
123
error: line 1: Unknown tag: 123
Если ещё добавить --target получится следующее:
$ rpm -bE --eval "%define test 123" --target x86_64 test
Building target platforms: x86_64
Building for target x86_64
warning: Macro %test not found
%test
error: line 1: Unknown tag: %test
Т.е. --eval вычисляется раньше чем применяется --target.
