Это это что? Есть такой Module::Build, он обрабатывает Build.PL.
Это альтернатива ExtUtils::MakeMaker, который обрабатывает Makefile.PL.
Если запустить buildreq, должна появиться зависимость на
perl-Module-Build. Если в результате запуска buildreq зависимость
на perl-Module-Build не появляется, то на это может быть своя тонкая
причина.
Если в тарболле есть одновременно Build.PL и Makefile.PL, то запускается
вариант с Build.PL. Если в %prep удалить Build.PL (и Makefile.PL при
этом не является обёрткой для Build.PL), то будет использоваться
Makefile.PL.
