Тогда вопрос: можно ли тащить из репозитория сейчас module-init-tools и
modutils или стоит подождать, пока исчезнет этот unmet?

На самом деле mkinitrd-initramfs - это один из кусков нового mkinitrd,
который пока не выложен. А наличие зависимости на него вызвано даже
не реальным использованием пакета, а тем, что в mkinitrd-initramfs
пришлось положить каталог /lib/mkinitrd.
