В основном по традиции (хотя отсутствия glibc в базовом варианте
initramfs добиться всё таки удалось; busybox, кстати, там тоже нет -
используется dash из klibc).

В принципе можно, но надо проверить, как он себя поведёт - например, у
udevd, собранного с klibc, при такой сборке отрывается ещё и
замусоривание консоли сообщениями об ошибках (которых там возникает
куча, поскольку, например, база пользователей и групп в initramfs
отсутствует).
