apt/cmdline/apt-get.cc:
  1929           char *Slash = strchr(S,'/');
  1930           if (Slash != 0)

  1934              VerTag = Slash + 1;
  1935           }

То есть там если зависимость со слешем не найдена то отрезается
всё начиная со слеша.  Что такое VerTag после слеша я не знаю.
