Это не рантайм проб-тайм --whatprovides в данном случае эквивалент -qf.
Попробуйте rpm -q --whatprovides /любой/файл.
RPM считает любую зависимость похожую на имя файла удовлетворенной если
файл с таким именем присутствует в файловой системе?
> $ rpm -q --provides python|grep /usr/lib/python2|wc -l
