А почему бы и не предоставлять /usr/lib/hotplug/firmware ?
(...о, вроде уже и договорились :)

И можно подробней -- когда hotplug может попытаться подымать
звукокарты? Ведь там и утилиты из /usr для выставления уровней
понадобятся, по-хорошему.
