Кстати, hasher не реагирует на следующую конструкцию:
%if_enabled bootstrap
BuildRequires: perl-HTML-Tagset perl-devel
%else
# Automatically added by buildreq on Mon Apr 19 2004
BuildRequires: perl-HTML-Tagset perl-URI perl-devel perl-libwww-perl
%endif
$ hsh --build-args='--enable bootstrap' ...
не влияет на список зависимостей.
Проблема где-то в районе /usr/share/hasher/rebuild:

if [ -z "$nodeps" ]; then
cat >"$entry" <<__EOF__
$entry_header
rpmquery -pR -- "$(quote_arg "$sname")"
__EOF__
(Если это вообще можно считать "проблемой"...)
