Что касается перла и его модулей, в PLD вместо "GPL or Artistic" стали
писать "Artistic/GPL v1", что соответствует действительности.
Насколько существенно различие в версиях?
Нужно ли явно указывать версию?

ну, обычно говорится "на условиях gpl v.xxx или более поздней", так что имхо
можно писать просто gpl и подразумевать (в нашем случае) вторую версию.
если для перла это не так, можно GPLv1.
