Для начала (более приоритетно) -- по архаичности доступа.
Например, ISA PnP и COM-порты -- это "более архаично", PCI/USB --
менее.
Здесь смысл как в "шаманности" тестов и величине таймаутов
(=> вносимой задержке), так и в их надежности.

Скорее даже "диспетчер" тогда -- в "менее архаичных" обычно
получается вчерне рассудить по обобщенному device class.
