Как разрешить конфликт между пакетами rmt и star-rmt из-за
каталога /etc/rmt (оба хотят им владеть) ?
возможно ли отдать этот каталог в filesystem ?

общий пакет будет содержать только этот каталог, стоит ли ?
если устраивать их соммесное сосуществование (alternatives - gnu-rmt,
star-rmt), то всё равно не понятно чей должен быть каталог

Присмотрелься к rmt и возник вопрос а зачем ему /etc/rmt
он его вообще использует ?

Если аттрибуты одинаковые, то можно либо сделать общий пакет, либо отдать
