Все правильно, с одним дополнением:
Для каждого языка следует указывать только одну кодировку.
Например, для написания Summary на ru_RU следует использовать _одну_
из следующих форм:
Summary (ru_RU.KOI8-R):
Summary (ru_RU.CP1251):
Summary (ru_RU.UTF-8):
(а не две и более сразу, как некоторые у нас тут любят делать).
