Привет !
1. Если для пакета необходимо проверить наличие (или завести нового)
пользователя, как это оформляеться в спеке ?
2. Как сделать, чтобы не root мог создавать файл в /var/run/ ?
(сервер меняет свой uid, после чего не может сделать *.pid)

см., напр., пакет scanlogd.
