Что-то подобное пришлось сгородить в freeswitch, т.к. паковать их
конфиги в /etc криво из-за того, что может приехать несовместимая
конфигурация с обновлением, плюс там несколько разных профилей.
В итоге упаковал их в %_docdir как пример и и после установки беру
умолчательное значение в /etc
т.е. - по мне /usr/etc отличный вариант, мне очень нравится.
