тут вопрос не только денег, но и конкуренции с MCBC от НИИНЦ.
Как я понимаю, любая МСВС (а с другим названием прбиться ещё труднее)
должна удовлетворять, как минимум, следующим технические требованиям
(выбираю наиболее проблемные на мой взгляд) :
1 - приложение (бинарник) собранный в старой МСВС должен работать в
новом (ну, для не интеловских архитектур это проще - неителовские МСВС
появились позже).
2 - должна быть развитая стстема доступа (мандатные метки и т.п.) и
механизм их управлением.
