Я собирал командой:

$ gear --hasher -- hsh --lazy-cleanup -v --apt-conf=/d/sy.conf 2>&1 | 
tee ~/build.log

/d/sy.conf:
Dir::Etc::SourceList "/d/sy.list";

/d/sy.list:
rpm [alt] https://ftp.altlinux.org/pub/distributions/ALTLinux/Sisyphus 
x86_64 classic
rpm [alt] https://ftp.altlinux.org/pub/distributions/ALTLinux/Sisyphus 
noarch classic

В Сизифе, соотвественно, без --apt-conf=...
