Не является ли использование пакета rpm-build-licenses - устаревшим?
Зачем указывать %mit вместо MIT? Встретил сегодня один такой пример.

Является. Эти макросы уже очень давно потеряли актуальность и
использовать их не надо. Сейчас лицензии должны быть указаны в том
виде, как они называются в common-licenses (это SPDX id).
