Эти файлы всё равно никто никогда не будет читать. Удалить
проще.

NEWS.bz2, очевидно, никто не установит по make install, в %files
этот файл тоже не устанавливается, указан --keep. Значит в
buildroot будет установлен оригинальный файл. После install эту
операцию имеет смысл производить над файлом, находящимся в
buildroot, что уже делается.

Какого он размера, для начала? Если десятки или сотни килобайт,
то да.

Нет, именно
%_docdir/%name-%versionY
без /* на конце. Это аналогично
%dir %_docdir/%name-%version
%_docdir/%name-%version/*
