Судя по всему не хватало модуля echo в подписанном EFI-бинарнике.
Хотя переключение настроек в самом grub (как например set pager=1, set
debug=all) работало,
передача заданных таким образом переменных в cmdline ядра не могла быть
осуществлена.
Исправлено в grub-2.02-alt26, уже в Sisyphus
