Вроде HWCLOCK_ADJUST не должен повлиять.
А HWCLOCK_SET_AT_HALT для меня не сработал, т.к. у меня время было
синхронизировано. Может, в вашем случае будет по-другому...

Сообщите, что получится.
Если не поможет (т.е., если у вас тоже синхронизировано), то пока
остаётся только руками:
# /etc/rc.d/init.d/clock sync
(или напрямую через hwclock, но тогда надо будет явно указать UTC/нет).
