Имеется ввиду сервер OpenVPN?
Тогда, кажется, так:
* в /etc/openvpn/server делаем конфиг сервера с именем, например,
MYSERVER.conf
* запускаем этот сервер systemctl start openvpn-server@MYSERVER
* проверяем, что запустился systemctl status openvpn-server@MYSERVER
* включаем автозапуск systemctl enable openvpn-server@MYSERVER

Скорее поддерживается "по умолчанию", чем наоборот.

А вот это скорее не поддерживается "по умолчанию".
