Если я правильно понимаю надо
LC_ALL=ru_RU.CP1251
прописать в ~/.i18n
А можно только на время запуска xterm
установить (временно) эту среду?
Какой бы <шрифт в cp1251> Вы посоветовали?

В $HOME/.i18n, помимо LANG, также устанавливается переменная окружения
DICTIONARY.
