Нет.
updates это обновления пакетов связанные с безопасностью.
backports это сборки новых пакетов для дистрибутивов.
По сравнению с updates backports нестабильны и могут поломать что-то в
системе.
Я вообще не рекомендую делать dist-upgrade из backports. Лучше просто
поставить оттуда необходимые пакеты.

updates и backports практически не пересекаются.
Если хотите оба, то оба и прописывайте в sources.list
