Не совсем так, в винде "драйвер" для внешнего модема всё равно меняет строку
инициализации. Попробуйте поставить там "стандартный модем" и посмотреть,
изменится скорость или нет ;)

Таки почитать доку на модем, снять статистику, покрутить строку
инициализации.
