Не в курсе насчет Тольятти, но в Самаре из поклонников альта знаю только двоих из тех, кто отвечает в конференциях kraft.os.linux и kraft.os.linux.info на news://news.kraft-s.ru/ (вэб-морда: http://samnews.ru/)
Есть еще самарское сообщество пользователей ОС Linux: http://samlug.ru/ (судя по всему заброшенный)
